18 litres will fill 24 bottles, 19 will be too much.
If you don’t have to be spot on then get 18 litres and slightly under fill the bottles
However
You won’t get a proper seal if you are sealing them yourself for storing it in a wine rack, and it will start oxidising very quickly, so you might as well just buy boxes as and when you need them
Boxes of wines tend to be 3 litres. That’s 4 bottles. So buy 7 boxes, and you’ll have to drink three bottles worth out of the box. Or buy 6 boxes and have 1 empty bottle.
you need exactly 18.75 litres.
the weatherman, above, makes a valid point. once opened the wine will begin to deteriorate rapidly. generally only decant what you will drink at that time.
25 x .75 = 18.75 litres but to keep it from going bad, I would just bottle a couple of bottles at a time.
