Wine rack question?
Does anyone know of a store or site where I can find either a hanging wine rack or one that will take up a 3′T x 1-1 1/2′W space?

I think I saw a hanging one at bed bath and beyond. You also might try cost plus word market
You could try googleing it, or you could look at pierone.com, wilmasonomma.com, bedbathandbeyond.com, linensandthings.com, or any others that specalize in home decor and such.
